Roles and Responsibilities:

• Administers various human resource plans and procedures for all organisation personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook, and policies, procedures;
• Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, to continually improve efficiency of the department and services performed;
• Manages and resolves complex employee relations issues including disciplinary action, terminations, and recognizing positive performance. Conducts effective, thorough and objective investigations;
• Partners with management and employees to improve work relationships;
• Manage maintaining and updating human resources documents, such as organisational charts, employee handbooks or directories, or performance evaluation forms;
• Maintain effective working relationships with all levels of staff;
• Ensure job descriptions accurately record the primary responsibilities, qualifications and terms for each job role in their group;
• Involvement in recruitment and selection process (advent, CV sifting);
• Develop training plans with managers, agree the plan with employees to ensure employees have the necessary expertise to carry out their jobs;
• Work with managers to prepare roles and responsibilities for adverts on vacancies, prepare advertisements for Vacancies, reviews resumes and conducts interviews, recommends who should be hired from among job candidates and ensures a job offer is made to the most suitable candidate.


• 3 years of successful human resources experience. 2 years of leadership experience as a successful educator or an equivalent amount of personnel experience;
• Bachelor’s degree (Master’s degree in human resources, organisational development, business, public administration is an advantage);
• Supervise and evaluate the performance of human resource department personnel;
• Excellent Azerbaijani, Russian, English – verbal, written communication skills;
• Awareness in Labour Code of Azerbaijan;
• Experience in conducting employee performance reviews;
• Ability to implement policy and procedures;
• Strong communication and interpersonal skills;
• Proficiency in MS Office programs.
