JOB TITLE: Reproductive Health and Family Planning Manager LOCATION: Baku, Azerbaijan
The USAID-funded Primary Health Care Strengthening (PHCS) Project provides technical assistance to the Government of Azerbaijan to strengthen the health system with a focus on improving primary health care services. The Reproductive Health and Family Planning (RH/FP) Program Manager will report to the Chief of Party (COP) /Project Director and Senior Maternal, Neonatal, and Child Health (MNCH) Advisor on all aspects of the implementation of RH/FP activities of the project. ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Lead the project’s RH/FP interventions and direct its work to implement the strategies and activities in the annual workplan in order to accomplish project objectives and keep activities on track to achieve workplan milestones. • Work closely with Ministry of Health and National Reproductive Health Office on all aspects of RH/FP interventions and their integration into the overall health system reform and strengthening primary health care agenda. • Facilitate, in collaboration with the COP, Senior MNCH Advisor, and Health Policy Advisor, policy dialogue at national level on RH/FP improvements including advocating for passage/approval of RH law. • Support analysis of pilot training on FP including IUD insertion for midwives and work closely with counterparts to roll out effective interventions as appropriate. • Plan and manage a Contraceptive Security Assessment update study in coordination with key stakeholders and with support from international short-term technical assistance. • Assist in implementation of RH/FP related trainings. • Ensure timely data collection, reporting and other activities carried out through RH/FP program. • Provide input to the project’s weekly updates, quarterly reports, and other reports requested by the project, headquarters, and USAID Mission.
QUALIFICATIONS:
• Medical Doctor (specialty in obstetrics/gynecology preferred) or Masters degree in Public Health (M.P.H.). • With M.P.H. or equivalent, at least 3 years of work experience in public health; without M.P.H. or equivalent, at least 5 years of work experience in public health. • Experience managing RH/FP-related programs and activities. • Strong writing, organizational, communication, and interpersonal skills. • Solid understanding of health system issues and constraints in Azerbaijan. • Strong English and Azeri language skills; Russian language skills also desirable.
