JOB TITLE:  Quality Improvement Manager
LOCATION: Baku, Azerbaijan
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Quality Improvement Manager (QI) will assist and report to the Deputy COP on all aspects of the implementation of the components of the project: Improve Quality of Primary Health Care Services (PHC).  Specifically, the QI Manager will carry the following responsibilities:

• Contribute to the development and implementation of the QI technical interventions
• Coordinate QI activities across the project components (PHC, Tuberculosis (TB), Maternal, Neonatal and Child Health (MNCH))
• Provide technical input in the development and refinement of Continuous Quality Improvement (CQI) models for health providers (PHC, MNCH)
• Support District Monitoring Teams in development quality indicators, monitoring QI indicators at pilot sites and build their capacity through special trainings and facilitation.
• Coordinate  CQI monitoring implementation conducted by District Monitoring Teams in pilots
• Contribute to the policy dialogue on PHC at national and district level
• Establish and maintain working relationships with Ministry of Health and regional health authorities
• Ensure timely data collection, reporting and other activities carried out through QI component
• Assist to develop trainings materials for healthcare staff and coordinate QI training programs
• Provide input in the writing quarterly and other reports  requested by the Project. Headquarter (HQ) and USAID mission

QUALIFICATIONS:

• Medical Doctor with experience in the region
• Five or more years of work experience in the organization, management and/or delivery of health care services
• Training and/or experience in at least one of the following areas is required: maternal and child health care; reproductive health and family planning; public health; health education and/or promotion
• Ability to do multiple tasks simultaneously, work under pressure, and meet deadlines
• Good writing, organizational, and interpersonal skills
• Good knowledge of PHC Strengthening Project and/or health system in Azerbaijan
• Strong English and Azeri language skills; Russian language highly desirable
