The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It directs and coordinates the international relief activities conducted by the Movement in situations of conflict. It also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the International Red Cross and Red Crescent Movement.
One of the major ICRC activities currently implemented in Azerbaijan is the collection of Detailed Data (DDC) from families of missing persons in relation to the Nagorny Karabagh conflict. This work is done in cooperation with the Azerbaijani Red Crescent Society. DDC on the missing is comprehensive information given by the person who last saw the missing person or who knew him/ her well. This information will be used in the identification process of missing persons. The data will be transmitted to the State Comission on Missing persons, Prisoners of War and Hostages.
The Delegation of the ICRC in Azerbaijan is seeking a candidate to fill the position of Protection Field Officer with 100% occupation rate. Under the direct supervision of the Regional Tracing Delegate and Protection Coordinator, the Officer's main task is to identify inaccuracies in contents and translations of the DDC information, and to trace their origin. The Officer will provide regular open feedback orally and in writing (both in Azeri and in English) to counterparts. The Officer has the responsibility to ensure the overall high quality of the DDC information to be transmitted to the State Commission on Missing persons, Prisoners of War and Hostages.
Specific qualifications for this position include, but are not limited to, the following:
• University education; • Fluency in spoken and written English, Azerbaijani and Russian – should be close or equal to a professional translator; • Analytical skills; • Honest, highly objective and open: is able to provide honest and "diplomatic" feedback to others; trustworthy; • High sense of responsibility; • Excellent communication; • Organizational skills: is able to "multitask" in his/her work and to address multiple issues simultaneously in a complex environment ; • Ability to summarize and write reports; • Ability to work independently; • Resistance to stressful situations; • Good computer knowledge.
Tasks and responsibilities:
• check DDC information in Azeri and in Russian languages for problems/discrepancies/inaccuracies, both in contents and in translation; • provide regular oral and written feedback on the problems encountered and their possible origin, in Azeri to local colleagues and in English to expatriate colleagues; • make suggestions so as to improve the quality of the DDC information; • keep an overall view of the quality of the DDC information to be transmitted to authorities.
