Caspian Investment and Development Corporation (“CIDC”) is embarking on a major project in the produc-tion of fast moving consumer goods and the production of raw materials to facilitate this strategy with the development of a new plant.

The company is seeking to recruit a Finance Director whose initial task will be to set up the financial management and reporting systems. The ideal candidate will have a proven track record of strong financial management of a manufacturing plant.

Key Responsibilities

The job holder will be responsible for the financial direction and management of the project and the Company. Control is maintained of financial management and accountancy information, budgets, audit requirements, including overseeing the preparation of annual accounts. Reporting will be provided as required by the project and external parties in a timely and accurate manor. The Finance Director also undertakes analysis into the financial implications of the organisation’s performance in relation to its funding requirements and the strategic plans raised by the Board, recommending appropriate policies, procedures, financial targets and budgets.
 

Specific responsibilities during the construction and commissioning of the plant;

- to ensure that procurement contracts are adhered to and adequate authorisation controls are in place to sanction contract payments.
- Timely monthly reporting on project costs and analysis against budget.
- to keep the investment budget up to date following project review meetings.
- Taking part in final negotiations with contractors and follow up meetings with contractors.
- Liaison with and reporting to financial backers, as required, in a timely and accurate way to secure ongoing funding.
- Take a key role in selecting and training all employees for finance team.


Responsibilities to ensure the efficient operation of the plant; 

- to implement systems to provide accurate reporting on the performance of all parts of the company.
- to implement sales order and credit control procedures. Recommendation of proposed customer credit limits
- to implement adequate purchase order system to ensure tight control over procurement, invoicing and payment.
- to implement a cost control system to monitor and report on raw material usage against production estimates.
- to ensure that the company complies with statutory reporting and filing requirements.
- implementation of IT solutions and procedures responsible for information management.
- to recommend ways to optimise production efficiencies utilising costing information.
- to produce monthly management  reports for the board and or financiers
- Implement an after production calculation system per product to improve the efficiency of the sales margin.


Skills/Experience

- Member of a recognised accountancy body with at least 10 years experience in project accounting. Five of which should have been at a senior level.
- Proven record of delivering strong financial management on project of a similar or larger scale.
- Experience in implementation accounting system and additional data registration systems, procedures and reporting systems in a new to build organization.
- Experience in setting up of a pre-production cost estimate system per product.
- Able to make economical analysis to obtain optimal (economical) order sizes in relation with initial production set up, storage and capital cost.
- Experience in projects financed by International Financial Institutions (IFIs). Assuming that the project will be financed by an IFI.
- Strong MS Office skills.
- Fluent in English, Azeri and Russian
- Self starter, with strong motivation, initiative and persistent for upcoming difficulties
- Team player, to be able to cooperate and assist in steering the company to a quick profitable market position with the Key team, Project Director, Sales and Marketing Manager, Production Manager, Human Resource Manager.
