The EU Twinning project "“Support to the State Statistical Committee of the Republic of Azerbaijan (SSC) to reach European standards in national accounts, non-observed economy, business statistics and producer price index”, Twinning code AZ08/ENP-PCA/FI/06, is a joint project between the German Federal Statistical Office (DESTATIS) and State Statistical Committee of the Republic of Azerbaijan (SSC).
The objective of the project is improving capacity of the State Statistical Committee.
The project is seeking an
Assistant to the Resident Twinning Adviser (RTA). Whose activities include assisting the RTA with co-ordination and management of the Twinning project
The duration of the contract is 13 months upon the signature of the contract. The Assistant will be employed full time. The start of the assignment is expected for October 1, 2010. The responsibility for payment of social and income tax rests on the employee.
The tasks of the Assistant include:
1. Management assistance (including standard office activities). 2. Preparation, organization and support of local activities and missions of Member States’ experts. 3. Assistance in activities such as: trainings, workshops, seminars, etc. and in the administrative tasks involved when required. 4. Assistance to RTA in his relations with public offices relevant for project activities. 5. Linguistic assistance with the Azerbaijani administration and for the RTA. 6. Translation of documents for the missions and interpretation whenever needed. 7. Taking minutes, preparing notes and summary records. 8. Research of documents and reports and preparation of synthesis. 9. Drafting and editing texts relevant to the project (newsletters, press releases, PowerPoint presentations, substantive documents) in English and Azerbaijani language. 10. Contribute to the development of the Twinning communication strategy
Requirements for the candidates: • University degree in Economics, Statistics, Public Administration, Social Sciences or any other relevant discipline. • Besides Azerbaijani mother tongue, fluency in both written and spoken English and Russian is required. • Knowledge of German or of any other EU language is an advantage. • Desirable 3 years working experience. Previous experience on EU funded projects would be an asset. • Well developed analytical and report writing skills. • Advanced computer skills, including a first-class command of Microsoft Word, Excel, PowerPoint and Outlook. • Excellent communication and presentation skills. • Excellent team working abilities are essential together with an innate diplomacy. • Ability to learn and improve skills in a new professional environment (Statistics) • Highly motivated and results oriented. Problem-solving approach and readiness to work hard and flexibly as part of an international result-oriented team.
