JOB TITLE:  Community Engagement Specialist

LOCATION:           Baku, Azerbaijan, with travel to other areas in Azerbaijan

DURATION:  3 Years
 
SUMMARY: Relief International (RI) is currently recruiting a Community Engagement Specialist for an anticipated multi-year, USAID-funded Media program in Azerbaijan.  The program will increase access to internet and media technologies, engage citizens in media creation and consumption, protect media personnel, and build the capacity of a free and fair media in Azerbaijan.  The Community Engagement Specialist will be based in Baku and travel to other program areas throughout Azerbaijan.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Work closely with the Chief of Party to develop a plan and guide the implementation of community engagement activities for increased consumption of and participation in the media
• Guide interaction with social groups, schools, community organizations and other community groups to engage the target population
• Work with private internet services providers, schools, and community meeting places to increase public access to the internet
• Develop and strengthen online portals for local information and engage the public in their content and upkeep
• Design activities to increase the public’s consumption of media, and engage them to actively participate in social media
• Travel within Azerbaijan to ensure successful performance and implementation of the program.

QUALIFICATIONS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. 

• At a minimum, a Bachelor’s degree in marketing, communications, information technology, or a related field
• At least five years of work experience
• A firm understanding of information and communications technologies (ICT) and various social networking platforms
• Successful track record of engaging communities and individuals
• Experience working with social groups and community service organizations on social issues
• Understanding of the challenges faced by the media in Azerbaijan or other similar countries.
• Ability to speak, read and write fluently in Azerbaijani is required; the ability to speak English is highly desirable.
