JOB ANNOUNCEMENT Finance&Administrative Officer
Oxfam GB’s Azerbaijan programme has recently been awarded funding by the Swiss Agency for Development and Cooperation (SDC) and has a number of vacancies that we are looking to fill in our Barda office:
This project will focus on employment and income generation of the rural poor through development of vegetables and crops production, as well as processing and the establishment of marketing value chains in the Barda, Tartar and Agdam districts of Azerbaijan. This project will be applying the Making Markets Work for the Poor approach with a view to fostering pro-poor growth within the sub-sectors of vegetable and crops.
The main scope of this project will be to facilitate and catalyze incentives, capacity development and improved interaction between private sector, government players and associations. In delivering this project Oxfam GB will be working closely with Unilever to link farmers to Unilever’s global supply chains through the Knorr brand in Azerbaijan. Oxfam GB is really excited by this opportunity and look forward to applications from suitably qualified, experience and highly motivated individuals.
Key activities: Establishing and managing necessary financial systems and procedures for cash, assets and supplies, which will facilitate the (cost-) effective running of the office. Prepare monthly donor reports, monthly Top up requests, monthly/quarterly financial reports Oversee the maintenance and data inputting of relevant information into the project database, Oxfam’s Programme Management Information system (OPAL) and paper management systems Preparing all bank documents for manual banking (withdrawals, bank transfers and etc) To undertake and monitor all payments including those of partner organisations, to ensure that all transactions are in line with Oxfam GB’s policies and procedures. Payroll accounting and taxes charge. Submitting periodical obligatory reports to and liaising with such governmental inspection bodies as Tax Ministry and State Social Protection Fund. • To assist project staff in budget preparation, phasing and monitoring To manage the day to day administrative procedures in the office • Arrange project related purchases in line with Oxfam purchasing procedures
Key competencies: • Good command over spoken English/Azerbaijani • Numeracy - Proven numeracy skills, including a qualification in Finance . • Team Work - Strong interpersonal awareness and an ability to get on well with others and build teams. • Be able to deal with people at all levels including staff, partners and officials in government offices. Diplomacy, tact and a respect for confidentiality. • Flexibility - Be flexible in demanding situations and in response to changing needs. • Good skills in using MS Office
