JOB ANNOUNCEMENT Monitoring, Evaluation and Learning (MEL) Officer
Oxfam GB’s Azerbaijan programme has recently been awarded funding by the Swiss Agency for Development and Cooperation (SDC) and has a number of vacancies that we are looking to fill in our Barda office:
This project will focus on employment and income generation of the rural poor through development of vegetables and crops production, as well as processing and the establishment of marketing value chains in the Barda, Tartar and Agdam districts of Azerbaijan. This project will be applying the Making Markets Work for the Poor approach with a view to fostering pro-poor growth within the sub-sectors of vegetable and crops.
The main scope of this project will be to facilitate and catalyze incentives, capacity development and improved interaction between private sector, government players and associations. In delivering this project Oxfam GB will be working closely with Unilever to link farmers to Unilever’s global supply chains through the Knorr brand in Azerbaijan. Key activities: • To establish M&E systems that can feed into the OPAL (Oxfam Management Information System) • To help the programme management team, build capacities of partners on M&E systems establishment and use. • To help the programme co-ordinators / managers use OPAL effectively by supporting them in the same. • To support management in developing tools for and planning internal reviews of the programmes. • To work with the programme teams in preparing for monitoring / evaluation visits by donors.
Key competencies: • Strong technical competence and experience in monitoring and evaluation methods, data analysis, research and understanding of contemporary trends and debates in the field • Minimum 5 years experience in supporting programme quality / implementing projects / M&E. • Understanding and ability to develop and use indicators – input, process, output and outcome • Understanding and hands-on experience of financial monitoring and evaluation and especially the relationship between financial expenses and impact achieved. • Excellent interpersonal and team skills, with a good level of self-awareness and the ability to relate to people from all backgrounds. • Good command over spoken English/Azerbaijani • Ability to work on own initiative and as part of a team • Good skills in using MS Office
