Are you our new Water and habitat (Wathab) Engineer 1 in Barda?

The ICRC Delegation in Azerbaijan is seeking experienced, highly motivated, and qualified candidate for the position of Water & Habitat (Wathab) Engineer in Barda to fulfil this new position as soon as possible.

The Wathab Department is reorganizing in order to fit with the operational needs in Barda.

The overall responsibilities attached to this new position will include:

• Is in charge of maintaining and enlarging Wathab’s list of interlocutors and being acquainted with all national and international actors in Azerbaijan working within the same domain of activity (drinking and domestic water, irrigation and agriculture, electricity and green technology, habitat…)
• Maintain regular contact with water Users Associations.
• Reports about new developments in the water sector
• Monitoring of natural sources on mountain area (IB)
• Drafts Minutes of the Meetings he/she undertakes or participates.
• Assists the Program Responsible / WatHab Coordinator in assessing WatHab needs.
• Executes administrative and office work related to the projects.
• Maintains contact with various local and district authorities.

Non-exhaustive list of duties and responsibilities:


• Assesses, collects and compiles technical information related to the Water & Habitat program in the Republic of Azerbaijan.
• Liaises with the involved partners regarding technical aspects.
• Prepares technical assessments to monitor the water and power supply activities and analyse the data.
• Contributes to designing the department’s strategy to enhance efficiency of the Water supply sector (drinking and irrigation water) in coordination with government entities.
• Draws plans and sketches on AutoCAD engineering software or VISIO software showing and describing the situation of water points.
• Participates in the preparation of contractual documents and ensures that procedures and confidentiality are respected.
• Visits construction field sites, documents ongoing works and drafts written reports (site inspection, site instruction) if requested.
• Regularly informs and discusses with Wathab team members about her/his ongoing activities and/or reports to the sub-delegation / delegation management when necessary


a. Reporting
• Prepares written assessments and technical reports in relevant fields based on given guidelines.
• Drafts minutes of meetings.
• Contributes regularly to the preparation of monthly operational report and to the field technical report.
• Regularly updates technical and financial data in the Water & Habitat Project Assistant (WPA) tool.
• Participates and makes relevant inputs to the discussions in internal and weekly coordination meetings.
• Develops and maintains a conducive working atmosphere with colleagues and superiors. 

b. Administration – Finance

• Ensures necessary administrative work is timely implemented according to ICRC financial standards and rules
• Knows, applies and complies with all administrative procedures linked to her/his work (financial, HR such as appraisals, Time reporting and budget follow up, etc.).
• Keeps Water and Habitat files up-to-date at all times.

c. Interpretation – Translation
• Interprets accurately from English to National language and vice versa during field visits or whenever it is required.
• Translates documents from English to National language and vice versa when required.
• Adapts her/his behaviour according to the profile of the interlocutors.


• Advises on culture, politics and general situation and shares relevant information related to the context.
• Presents synthesis of problems briefly and accurately.


• High Education (University or Institute) in engineering or related field.
• 2 to 3 years work experience in a similar field of activity.
• Very good knowledge of spoken and written English.
• Very good computer literacy.
• Good rigor, method and analytical skills.
• Management skills.
• Good knowledge of the geographically covered area.

This is a full-time position with a duty station in Barda.
